The foremost role of education in building a developed nation is undeniable. The more educated the nation is, the better the nation will be. And the foundation of this education is the educational institution. The world poet Rabindranath Tagore spent the entire amount of his best prize Nobel Prize for the educational institution of Shanti Niketan. But the context of our country is different; So we are heterogeneous as a nation. Whether or not there is passion for developing the country's education; But why anger?
After the independence of Bangladesh in 1971, discussed as a rare occurrence, the inevitable reason: MPO affiliation of non-MPO private schools/colleges that was put on hold. Almost 8 (eight) long years have passed since today, the current government has stopped MPO affiliation of private educational institutions. But why; This matter is not understood by the people of the country. As a result, eight thousand teachers and employees of non-MPO institutions in Bangladesh are waiting day after day without food. Out of these 8000 institutions, one third of the educational institutions have not received MPO even though they were established 15 years ago. How can an educational institution run without government grants or any other income to the institution for 15 years now? Still, the honorable Prime Minister, as per the assurance of the Minister of Education, if it lasts for so long, please improve the current condition of these institutions. These non-MPO educational institutions and their teachers and staff are living in a state of confusion.
In the 17th meeting of the Standing Committee on Ministry of Education in the 10th National Parliament, the long-standing non-MPO in the country recommended MPO membership to private schools and colleges. But Vidhibam, last June 2, 2016-17 in the budget speech of the Finance Minister, there is no mention of non-MPO private school-college MPO, and there is no budget allocation in this regard. It should also be noted that the method of MPO inclusion of non-MPO educational institutions is not preferred by the Honorable Finance Minister. Following this, the Hon'ble Finance Minister repeatedly avoided the issue of MPO membership. Deprived hundreds of established non-MPO educational institutions in the country, which are essential and important in the development of education in the country. Let me just say that if the honorable finance minister saw with his own eyes how the teachers of these educational institutions are spending their days, he would not have done such a thing.
On May 11, 2016, a mass gathering of non-MPO school-college teachers of the country was held at Shaheed Minar. VC of Dhaka University as the chief guest. Arefin Siddiqui expressed his solidarity with the demand of these non-MPO educational institutions to join the MPO as soon as possible. Before this, these non-MPO teachers from remote villages and towns of the country held various programs (including hunger strike, human chain) in front of Dhaka Press Club for about a month last September, 2015 with the demand of MPO membership. Although the assurance of MPO admission has passed for a long time, there is no news of MPO admission of non-MPO educational institutions. The teachers of the non-MPO educational institutions held their mass meeting at Shaheed Minar on May 11, 2016 and announced to continue the program thereafter. What a surprise! I heard that teachers are above all; But teachers and education managers are being corrupted in this country. Teachers are being deprived of their right.
The issue of teachers' movement to join MPO in educational institutions is very ridiculous. Because a private educational institution is built by the inspiration, donations and tireless efforts of local educated people. These institutions are established without any role of the government in the first stage of establishment. That is why the government should reward these local educationists with thanks. Rather, even after the establishment of private educational institutions without doing so, an era passed without government allowances and MPO membership. In addition, these educational institutions are being joked and ridiculed in the great national parliament. This is our country; Golden Bangladesh. Politics, administration and power are enough. Nothing else is needed.
The teachers and staff of the respective educational institutions are living a very inhumane life in this inferior condition. Educational institutions established long ago are on the way to decline. Mostly local students are leaving the area and enrolling in distant educational institutions. Because how can an educational institution run for 14/15 years without government grants, teaching materials, teachers' salaries? The question to the education authorities? In the meantime, new MPO guidelines, rules and regulations of the Ministry of Education appear in the newspaper after a few days. For example, a non-MPO educational institution must have so many students to get MPO. There must be so much persen pass rate out of them etc etc. Honorable education authorities tell you - if an educational institution was established 15 years ago and did not get MPO, how many students will there be in that educational institution and how will the pass rate be? What do you say? So first enroll the institution in MPO and then apply all the rules related to education in these institutions. No problem; Therefore, today there is a rule in MPO; Don't make another rule tomorrow.
Many of us feel that not getting the required allocation in the education sector is blocking the way for new MPOs. What exactly is it? According to daily newspaper reports, in the last 5 years, as much money has been laundered and stolen from banking and private sector, nothing has happened. So far, it seems that no MP minister has made a statement in the National Parliament to recover these smuggled funds. But even a small part of these smuggled money is a long time rival of Bangladesh.
